Whenever the city council shall provide for making local improvements, and for paying the whole or any portion of the cost and expense thereof, by levying and collecting special assessments on property specially benefited, the proceedings therefor shall be in accordance with the provisions of RCW 35.43.010, the Charter of Everett, and the provisions of this chapter and acts amendatory thereto.
