Warrants drawing interest at a rate not to exceed fifteen percent per annum shall be issued against the guaranty fund in the same manner as other warrants of the city are issued in order to meet any liability accruing against the guaranty fund. Such warrants shall at no time exceed five percent of the outstanding obligations guaranteed by the guaranty fund. (Ord. 1553-89 § 4.)
