Nothing in this chapter may be construed to limit the responsibility of a permit holder under this chapter to use reasonable care to ensure that its special use of a public right-of-way does not in any way render the sidewalk unsafe for ordinary use. Further, nothing in this chapter shall be construed to constrain the city’s ability to require the removal of any object that is creating an obstruction or otherwise hindering free movement upon a public right-of-way.
