Where the use of water is such that a portion of all the water delivered to the customer does not discharge into a city sewer due to commercial or industrial use, such as loss by evaporation or any other cause or use in manufactured products, such as ice, canned goods, beverages and the like, no sewer service charge shall be made because of water so used or lost; provided, however, the water user shall provide proof as to the amount of sewage discharge and/or install a meter or other measuring device approved by the city engineer to determine either the amount of sewage discharge or the amount of water used or lost.
