It shall be the duty of each abutting property owner to repair and maintain the side sewer line serving the abutting property owner’s property between the premises served and the right-of-way. When any private drain pipe connected with any public sewer or drain becomes obstructed, broken, or out of order, the director of engineering and utilities, or the director of engineering and utilities’ designee, shall, if the owner, agent or tenant of such premises fails to repair the same after two days notice so to do, cause such drain pipe to be removed, reconstructed, repaired, altered or cleaned out as the director or designee may deem expedient, at the expense of the owner, agent or occupant of such premises as aforesaid, and shall be a lien against the property as provided in Section 14.08.250 and shall be collected in the manner provided in Section 14.08.250.
