The superintendent of the utilities division shall have a minimum of five years experience in the management, maintenance and operation of public water systems. He or she shall have a degree in business administration management, public administration or engineering, plus a state license as a water distribution manager or such other certifications as required by the state. He or she shall have in his or her charge and under his or her control, subject to the public works director and/or the mayor, the management, maintenance and operation of the utilities division, including all existing and future plant facilities, land and rights, both tangible and intangible, and all equipment and persons employed thereon, and of all planning and construction work undertaken by the utilities division in connection with the water system.
