A. The owner or the owner’s authorized agent shall first install, or cause to have installed, the water service pipe extending from a point within the property to be served to the location of the service cock or meter in the public street, utility easement or right-of-way. The utilities division shall then install the water service connection between the main and the end of the customer’s previously installed service pipe and turn on the water; provided, that the service line and plumbing on the customer’s side of the service cock or meter shall have been installed in conformity with this chapter and other applicable ordinances, rules and regulations of the city.

B. A water service connection shall be installed only where a building, structure, or building materials are located on the premises to be served except in an extraordinary circumstance. The exception must first be approved by the utilities superintendent before it will be allowed. (Ord. 1237-86 § 18, 1986.)
