It shall be the customer’s responsibility to protect from freezing all piping, fixtures and appurtenances on the customer’s side of the service cock or meter. Any damage resulting from freezing shall be considered the responsibility of the consumer and no adjustment shall be made in the water billing by reason of the freezing and subsequent leakage.
