All fire service connections shall be installed by and remain the property of the utilities division unless otherwise authorized by the utilities superintendent. The utilities division shall own, operate and maintain the fire service from and including the connection from the main to the first valve on the backflow device, not including the connection to the first valve, and the detector meter only. Should the backflow device be allowed in a building on the premises, a valve shall be installed at or near property line to delineate the end of city responsibility and ownership with the exception of the detector meter, which remains the responsibility of the city. The expense for all labor, materials and equipment rental required for tapping mains, making connections, placing valves, meters or any other protective device deemed necessary by the utilities superintendent to prevent the unauthorized use of water, including the testing of completed work, shall be paid by the customer.
