Washington State Department of Health Water Efficiency Rules, WAC 246-290-496, require every municipal water system with more than one thousand connections to meter all services by January 22, 2017. The city of Everett may convert existing flat rate services to metered service accounts. At such time as a flat rate account is converted to metered, beginning with the next scheduled read date, the meter will be read and that account will be billed based on consumption and current rates for domestic metered accounts no later than the next billing cycle.
