The chief of the fire department shall cause to be estimated and submitted to the utilities superintendent, on a monthly basis, a quantity listing of all unmetered water used by the fire department for purposes of fire prevention, control and/or suppression, drilling and training by fire companies and personnel and other quantities of unmetered water used by or within the fire department’s operations.
