The city council finds this chapter is necessary in order to promote the public health, safety and welfare by providing for the comprehensive management of surface and stormwater, erosion control, and flooding. The city council also finds that this chapter is necessary in order to minimize water quality degradation; to provide for the safety of city roads and rights-of-way; to decrease drainage-related damage to public and private property; siltation and habitat destruction in the city’s creeks, streams and other water bodies; comply with the Department of Ecology Western Washington Phase II Municipal Stormwater Permit; prevent water quality degradation through investigation, evaluation, and enforcement of water quality standards and best management practices, and stormwater maintenance programs in order to promote the effectiveness of the requirements contained in this chapter.
