The director will evaluate the data furnished by the user and may require additional information. Within thirty days of receipt of a complete wastewater discharge permit application, the director will determine whether or not to issue a wastewater discharge permit. Upon a determination to issue a wastewater discharge permit, the user shall fulfill the public notice requirements, and publish in the largest local daily newspaper its application for, and the city’s intent to issue, a wastewater discharge permit. The manner, format, content and length of time for the publication shall be as prescribed by the director, but at no time shall be less stringent than the requirements in WAC 173-216-090. The cost of publication shall be paid for by the applicant. If there have been no adverse comments when the public comment period has elapsed, the application shall be considered complete. The permit shall be issued within thirty days of full evaluation and acceptance of the data furnished. The director may deny any application for a wastewater discharge permit.
