Every adjustment of a boundary line on a lot or lots, tracts, parcels or sites shall proceed in compliance with the provisions of Chapters 19.24 through 19.27 EMC and this title. The boundary line adjustment process shall not be utilized as a substitute for a comprehensive development application for a division of land.
