The approval by the city council of a master plan for an institutional zone shall have the effect of a general guide for future development within the institutional zone. The approved master plan shall remain binding upon the sponsoring institution and the city. The review of an individual phase or of the entire development as well as the review of any revision or change shall be in accordance with the review processes described in EMC Title 15, Local Project Review Procedures.
