This chapter applies to proposals by the city and to city review of, or decisions on, proposals by public or private applicants or other governmental entities. The city adopts the state SEPA rules, Chapter 197-11 WAC as may be amended, by reference, as supplemented by additional or more specific provisions contained in this chapter and EMC Title 15, Local Project Review Procedures.
