A. The mayor, or designees specifically authorized by the mayor, are authorized to let or enter contracts in the following instances:

1. Purchases of goods or services as necessary to accomplish the functions established within the appropriations approved by the Everett city council under the current annual budget, all in accordance with the Procurement Policy adopted by ordinance;

2. Agreements for professional or special personal services in accordance with the Procurement Policy adopted by ordinance, including but not limited to surveying, soils analysis, core testing, appraisals, financial, or other similar services, as necessary to accomplish improvements specified in plans and systems ordinances approved by city council; provided, that city council shall approve all agreements for professional engineering or architectural services for the design of city improvements;

3. Purchases of goods or services on an emergency basis in accordance with the Procurement Policy adopted by ordinance.

4. Other contracts in accordance with the Procurement Policy adopted by ordinance.

B. The mayor shall be responsible to assure that all purchases of goods or services in the instances specified in subsection (A) of this section are within the functions and appropriations established by city council.

C. The city council may at any time by resolution require that the mayor, or the mayor’s designee, obtain council approval to let or enter contracts for certain categories of goods or services. (Ord. 3781-20 § 4, 2020; Ord. 840-82, 1982.)
