The purposes and objectives of the emergency medical services advisory board shall be to prepare and recommend to the mayor and Everett city council detailed proposals as necessary for the training of paramedics and the incorporation of paramedic services into the emergency medical services program available to the citizens of the city and may advise on and/or review the budget for emergency medical services, including paramedic services. In the event of disputes concerning provision of emergency medical services or paramedic services in the city, the emergency medical services advisory board shall be empowered to investigate matters and/or disputes involving emergency medical services including paramedic services, and recommend to the mayor and city council and/or to the medical community at large, including the doctors and the hospitals, possible solutions to problems encountered in the provision of emergency medical services including paramedic services within the city or the reasonable service area of the city.
