No award shall be final and enforceable in any manner until payment has been budgeted by action of the city council and only such amounts included in the budgetary process shall be authorized for payment; provided that in the event the mayor finds in the mayor’s discretion (not subject to reconsideration or appeal under Section 2.103.070 hereof) that a suggestion has reduced costs in an existing budget category, the mayor may (1) authorize suggestion award payment(s) from the budget category in which cost savings will be experienced, or (2) request the city council to amend the budget to provide for the award.
