Except as otherwise limited by this chapter or by its charter or by law, a public corporation shall have in addition to the powers enumerated in Sections 2.104.040 and 2.104.050 the power and authority:

A. To have a corporate seal and to alter the same at pleasure;

B. To cease its activities and operations and surrender its charter through dissolution procedures provided in Section 2.104.470;

C. To exercise and enjoy such additional powers as may be authorized by law; and

D. To have and exercise all powers necessary or convenient to effect the purposes for which the public corporation was organized and to perform authorized corporate functions. (Ord. 1016-84 § .060, 1984.)
