A. The rules and regulations shall be subordinate to and consistent with the charter; and may be altered, amended or repealed from time to time as the charter shall prescribe, and shall set forth such matters designated in Section 2.104.140(B), as the charter shall authorize.

B. Adoption of or amendments to the rules and regulations shall not take effect until ten days after filing of the same with the city clerk, unless such amendment(s) shall have been passed by unanimous vote of the board of directors and the membership (if affected by the amendment), and an earlier effective date be set.
