A. A public corporation shall keep an official journal containing the minutes of proceedings at all meetings of the board of directors and any meetings of any membership and the resolutions of the board of directors;

B. Any citizen shall have access to records and information of the public corporation to the same degree as a citizen enjoys to records and information of any agency of the city. (Ord. 1016-84 § .290, 1984.)
