The public corporation shall, at any time during normal business hours and as often as the mayor, the city clerk or the State Auditor deem necessary, make available to the mayor, the city clerk and the State Auditor for examination all of its financial records, and will permit the mayor, city clerk and State Auditor to audit, examine and make excerpts or transcripts from such records, and to make audits of all contracts, invoices, materials, payrolls, records of personnel, conditions of employment and other data relating to all the aforesaid matters.
