The planning commission shall hold public hearings and make recommendations to the city council on 1) the following shoreline permits exceeding twenty-five acres in size; and 2) on all shoreline permits for utility facilities other than the following: water supply distribution and storage facilities, sanitary sewage (and storm drainage when in a combined system) transmission and treatment facilities, and storm water drainage systems.
