There is established the office of neighborhoods. The office of neighborhoods shall be affiliated with the mayor’s office for the purpose of providing technical and leadership assistance to geographical and informational areas within the city which areas meet the guidelines as established by the director of the office of neighborhoods. Such areas shall hereinafter be referred to as “neighborhoods.” (Ord. 1682-90 § 1, 1990.)
