In establishing the office of neighborhoods, the city council, office of the mayor and citizens seek to achieve the following:

A. To create a positive working relationship between the city and its neighborhoods in order to assist in providing the neighborhoods with the tools and resources for planning and development which reflect their individual/unique needs and values;

B. To design neighborhood plans, regulations and programs to suit the diverse character and development patterns of our city’s neighborhoods and to work with city departments towards an integrated planning process;

C. To strengthen and coordinate city departments’ responses to neighborhood problems and requests for help;

D. To foster cooperation and consensus among diverse interests within neighborhoods and to encourage the constructive settlement of disputes involving neighborhood groups, prospective land use applicants and the city; and

E. To facilitate communication between neighborhoods regarding common concerns. (Ord. 1682-90 § 2, 1990.)
