If there is a need for a police escort or if one is requested for a funeral procession or for the transport of machinery, equipment, building materials, houses, poles and other objects in the city streets, the person, firm or organization requesting the escort or responsible for transport shall pay a fee equivalent to the overtime rate per hour, plus overhead as determined by the chief of police and approved by the finance and budget director, or a minimum fee of fifteen dollars whichever is higher, for each uniformed man and vehicle assigned to escort duty.
