The city council shall provide for all legislation relating to city employment. Such legislation may include, but shall not be limited to:

A. A salary and wage plan, establishing various positions and, where necessary, minimum qualifications for positions;

B. Enumeration of officers and positions excepted from jurisdiction of civil service commission;

C. Order and manner of layoff;

D. Working conditions and benefits. (Ord. 1069-84 § 1, 1984.)
