Appointive officers who have successfully passed probation shall, upon voluntary separation, retirement, or in situations of reduction in force from city employment, receive a payment equal to twenty percent of the value of their then-existing sick leave accrual balances deposited into a health reimbursement arrangement, voluntary employee benefit association (HRA/VEBA) account.
