Whenever the mayor determines that in order to secure the services of any person not residing within Snohomish County as an employee of the city, it is necessary to pay the costs of moving the household goods and personal effects of such person from that person’s place of residence to the city upon appointment to city service, then payment of actual and reasonable moving costs may be paid from the appropriate operating fund in the city’s budget. Such expenses, except that for purposes of the move to the city all costs incurred by the immediate family shall be paid as if employees or officers of the city.
