A cumulative reserve fund is created for the purpose of improving, maintaining and operating off-street parking on Lots 17-18-19 and Lots 22 and 23, Block 717, Plat of Everett, for the purpose of furnishing parking for city vehicles and vehicles of city employees and excess property for off-street parking of private vehicles.
