Except as provided in Section 3.52.080, it shall be unlawful to place commercial advertising matter in or upon any vehicle which is the property of the city of Everett. “Advertising,” for the purposes of this section, shall mean any printed matter which attracts the public’s attention for the purpose of stimulating interest in the purchase of goods or services.
