The utilities division of the department of public works shall prepare a schedule of sales of timber on city property. Although the size, location, and terms of said sales shall be planned to comply with the Jackson Project Wildlife Management Plan and to maximize profit to the city, the primary and overriding policies in the administration of said sales shall be to protect the quality of the city’s water supply. Accordingly, award of a sale shall be made to the highest bidder demonstrating the most experience and the best record in water quality protection: including erosion control, site cleanup and rehabilitation, sanitation, etc. (Ord. 1741-90 § 1, 1990.)
