The licenses provided for herein shall be for the purpose of regulation. The provisions of this title shall be deemed an exercise of the police power of the state and of the city for the protection of the public, economic and social welfare, health, peace and morals, and all of its provisions shall be liberally construed for the accomplishment of that purpose.
