The city clerk shall have administrative authority to implement and enforce this chapter. The city clerk may promulgate regulations not inconsistent with this chapter. By way of example, the city clerk may issue administrative subpoenas to implement the provisions of this chapter. The Everett police department shall have authority to enforce any provision of this chapter, and nothing in this section shall be construed to abrogate or limit the jurisdiction of the Everett police department.
