The annual fee for a towing business license shall be one hundred dollars. The license shall expire on December 31st of the year for which the license was issued and there shall be no prorating of the license fee; except that when the original application for the license is made subsequent to June 30th, then the fee for the balance of that year shall be fifty dollars.
