No person, company or corporation shall, within the city, engage in the business of city scavenger without having first obtained a license therefor in the manner provided in this chapter; provided, however, that the owner or occupant of any premises upon which is situated any privy vault, sink, cesspool or drain, or upon which there may be any garbage, offal, swill, ashes or other house refuse, may be permitted to do so upon a written permit therefor, first had and obtained from the Snohomish health district, and then only in such manner as the health district may in said permit direct.
