The cleaning, emptying and removal of the contents of any privy vault, sink, cesspool or private drain shall be done in an inoffensive manner and any such scavenger having begun such scavenger work, shall without interruption or delay, finish the same, and shall in every instance leave the privy in as good condition, upon the vault, as when the work was undertaken.
