There is created a special fund of the city to be known as the “sanitation utility fund.” Any and all charges and revenues received for the use of the garbage or refuse disposal site as set forth herein or as may hereafter be set forth by ordinances or regulations of the city shall be deposited in said fund. Further, any and all collection charges collected by the city from residents or persons within the city, which represent charges for the collection of garbage, waste or refuse material, shall be deposited in said fund and credited thereto. In general, any and all charges or revenues received by the city having to do with the collection, transportation, storage or disposal of garbage, refuse or waste material, shall be credited to and paid into such fund. All operation expenses incurred by the city in the operation of a disposal site, all engineering expenses incurred by the engineering department, or any other department of the city in the planning, designing, supervising, and administering of any work in connection with a disposal site or collection of refuse material, and all expenses of maintenance and operation of the garbage utility, including but not limited to, all improvements, additions, betterments, extensions, repairs, replacements, except when the same are financed by the issuance of bonds, and amounts required to pay and secure the payment of principal and interest upon sanitation utility or garbage revenue bonds and coupon warrants, shall be paid out of the fund.
