Notwithstanding the imposition of any civil penalties, the violation of any provision of this chapter shall constitute a criminal offense and shall be punishable by a fine of one hundred dollars plus costs. Each day that any person is in violation of any provision of this chapter shall constitute a separate offense and shall be subject to the penalties as set forth herein.
