The parks and recreation board may, supplementary to the general restrictions imposed by this chapter, enact comprehensive restrictions on Silver Lake, which restrictions may establish swimming only and swimming prohibited area, diving only or diving prohibited and other water use restrictions or the type of hours for a given use for the purpose of providing for the safety of water users and freedom from undue interference from conflicting uses.
