1.20.020 Applicability.
A. The city administration, upon concurrence of the city attorney, may file for injunctive or other civil relief in superior court regarding violations of this code. Otherwise, the enforcement procedures authorized in this chapter shall be the enforcement procedures for the provisions of this code set forth herein and such other provisions of this code or other city ordinances that adopt the provisions of this chapter as enforcement procedures. The enforcement procedures are nonexclusive and shall be supplemental to any enforcement procedures otherwise provided by law.
B. It shall be unlawful for any person to violate or fail to comply with the requirements of the following provisions of this code (as they currently exist, are amended or as superseded) or any other provision of this code or other city ordinance which refers to the provisions of this chapter as the enforcement procedures:

C. Additionally, no person shall violate or fail to comply with any condition set forth in any city zoning concomitant agreement, any condition imposed by any development permit, or any condition imposed by the city’s environmental policy adopted pursuant to EMC Title 19, as hereinafter amended. In the event there is a violation or failure to comply with any of the above referenced documents, the procedure authorized in this chapter shall be the enforcement procedure utilized unless the city administration, upon the concurrence of the city attorney, files for injunctive or other civil relief in superior court.
