It is unlawful to erect or maintain any building or structure in such manner that any part thereof extends over any street, alley or sidewalk; provided that any bay windows, cornices, eaves, etc. may extend not more than twenty-four inches over a street, alley or sidewalk of more than ten feet from the surface of such street, alley or sidewalk.
