At the time the city council, or a committee thereof, recommends granting a vacation petition, an additional fee of four hundred dollars shall be paid to cover appraisal costs for a street or alley abutting property which is zoned single-family residential, provided, however, the fee shall be one thousand dollars to cover the appraisal costs for a street or alley abutting on property zoned for nonresidential uses and multiple-residence, or high-density. In the event the appraisal cost is less than the payment thereof, the vacation compensation payable to the city shall be reduced by the difference between the fee and the actual cost, providing, however, if the appraisal cost is more than the payment therefor, such difference shall be due the city. The petitioner(s) may request the appraisal prior to the city council’s recommendation to grant or reject the petition at the hearing, subject to receipt of the fee. If at any time subsequent to the ordering of the appraisal, the vacation proceedings are terminated, the fee will be refunded in the amount above the actual cost of the appraisal.
