This chapter applies to all newsracks located in the city on public right-of-way in the central business district. This chapter does not waive or eliminate any permit or approvals required by the city, state or federal law, or other regulations that might be applicable, except that a permit otherwise required by the city for use of city right-of-way is not required for a newsrack installed in compliance with this chapter.
