Persons connecting a private sewer to a public sewer to serve property which has not been charged by local improvement district assessment or otherwise with the cost of the lateral sewer shall pay, in addition to the payment of the connection permit fee required by the ordinances of the city, the amounts in Sections 14.04.100 and 14.04.110.
