In this chapter, terms such as “monthly,” “per month,” “any one month” or similar terms regarding a monthly time period mean a thirty-day period with respect to metered service and all other services except fixed rate service. Accordingly, charges and rates with respect to metered service and all other non-fixed rate services are always prorated based on a thirty-day period. Charges and rates with respect to fixed rate service are not prorated. For fixed rate service, the entire monthly charge is due for each month, regardless of how many days fixed rate service is used in a calendar month and regardless of the number of days in a calendar month.
