It shall be the duty of the health officer, the building inspector and the fire chief to enforce the provisions of this title and for the purposes of securing enforcement, these officers or their duly authorized representatives shall have the right and are hereby empowered to enter upon the premises of any mobile home park now or hereafter constructed within the city, for the purpose of carrying out the provisions of this title.
