Except in zones where such uses are specifically permitted by this title in compliance with specific regulations, it is a violation of this title to accumulate junk (scrap or salvage metal, paper, trash, cloth, batteries, rubber debris, scrap wood, junked, dismantled or wrecked vehicles, etc.) or for an owner of property or person in control of property to allow junk to accumulate on property in the city.
