All meetings of the city council shall be held in the City Hall in Everett, Washington; provided that such meetings may be held at different times and elsewhere upon designation of a specific meeting time and place by the president or president pro tem of the city council, and notification thereof being given at least twenty-four hours in advance to each member of the city council, to the mayor, to each local newspaper of general circulation, and to each local radio and television station which has on file with the city a written request to be notified of such meetings.
